A Gathering of Tactical Minds: The Missouri/Kansas Crisis Negotiation Conference and Challenge recently brought together some of the region’s top crisis negotiators for an invaluable learning and competition experience. With over 100 negotiators in attendance, the event proved to be a remarkable opportunity for law enforcement professionals to refine their skills, exchange insights, and put their expertise to the test in a high-pressure challenge.

One of the most anticipated aspects of the conference was the Crisis Negotiation Challenge, where ten teams competed in a rigorous test of their negotiation skills. This competition simulated real-life crisis scenario, requiring teams to employ their training, communication techniques, and tactical strategies to achieve successful resolutions. The teams demonstrated incredible resilience and adaptability, showcasing the critical role crisis negotiators play in law enforcement. Beyond the competition, the conference featured a series of educational blocks designed to enhance the knowledge base of attendees. These sessions provided in-depth discussions on the complexities of crisis negotiation.

One of the training blocks I taught focused on “Losing Cases,” a topic that delves into the harsh reality that not every negotiation results in a successful resolution. Negotiators must prepare for situations where, despite their best efforts, circumstances do not align for a peaceful outcome. This session explored strategies for handling such cases with professionalism and resilience, emphasizing the importance of learning from each experience to improve future responses. Another critical session I covered was a case study involving negotiations with a homicide subject who was outside of his vehicle.

This scenario presents unique challenges, as the subject is neither contained nor restrained, creating a dynamic and potentially volatile situation. The session provided insight into the psychological and tactical considerations necessary for effective engagement in such scenarios. From positioning and verbal engagement to de-escalation techniques and tactical patience, negotiators gained practical knowledge on handling these high-stakes encounters.

The Missouri/Kansas Crisis Negotiation Conference and Challenge reinforced the essential role of well-trained negotiators in law enforcement. Through both competition and education, attendees honed their skills and expanded their understanding of crisis situations.
